Do you not have any response at all in the Winlog32 Rig Control Window or from the rig when commanding from the RCW?

If not :
-Have you set the correct CI-V address for you rig as these values must match on rig and RCW.
Also the Virtual Com Port driver must be installed for the cable you are using.

Usually there is no problems with Icom C-IV, all rigs use the same protocol.

If you do have some sort of response between rig and RCW, then there is usually a setting in the rig CI-V menu called something like "Transceive" or "TRAN", this setting must be ON, as this setting broadcasts the freq/mode when the rig is tuned, as no polling takes place on the Icom interface.
