I think I have found the answer!!!!
When I checked what I had on Virtual machine - it was XP service pack 0 (non)
I updated to Service Pack 3 (via SP2 as it also needs that installed first) and Voila
It is now downloading the LoTW report.
The problem was something to do with the HTTPS secure server (bug?) in basic XP.
It took a while to get SP3 installed on VM but I suggest that you do this anyway as SP3 is a better op system than basic XP.
Would appreciate feedback on this
