Runinng the installer inside the destination directory does not sound very good to me.
I never had any problem installing Winlog32.
Did you tried downloading again the setup?

Just update winlog to the last version 6.3.1
I had the same problem with the last versions of fldigi (3.23.xx).
There is a change in the exchange file that cause this behaviour.
With the last winlog everything is ok.

I just saw that a new version released, so maybe we are in the middle of the website update.

I am also new to WinLog32 but I think that: a)If you have your backup in ADIF format you must LOAD the log (Change/Select database and then the button LOAD) that was created with the first run and then at the Options->Settings->Backup settings menu to check the "Auto load log at startup". ...

The same here with the date format. I have the last versions of fldigi (3.22.04) and winlog (6.2.1) installed The only difference is that I started using fldigi at 31/12/2014 so I didn't knew that it was working ok before. I think it would be useful if there was an optional confirmation dialog when editing the data of an allready saved QSO, just like the Delete entry confirmation dialog. It is a little bit "dangerous" to alert the data of a QSO by accident. Maybe a notification when clicking the FIRST,PREVIO...
